Home Republicans have launched the legislative text on the Medicaid aspect of their large -scale domestic policy bill that will create strict work requirements and risk millions of Americans losing their health care.
The Chamber’s Energy and Trade Committee released the text for their aspect of the President of the legislation Donald Trump called “a big, beautiful bill.”
The proposed legislation would delay many rules for Medicaid – which provides health insurance for low -income people – during the Biden administration. In addition, this will require countries to add additional steps to verify the addresses of recipients of Medicaid and Children’s Health Insurance Program (CHIP). States will also be required to increase their definitions of whether someone is eligible for Medicaid every six months.
The legislation will also delay the implementation of the rules of the Biden Administration, which increase the standards of long -term care staff and ban the use of Medicaid dollars to pay gender care for transgender people under the age of 18.

But the largest part of the Medicaid aspect of the legislation is the working requirements. In particular, adult adults without children or addicts will have to work at least 80 hours a month, participate in 80 hours of public service, or participate in 80 hours for an educational program. They could also participate in a combination of these three options.
People, more than the age of 19 and more than 64, will be exempt from the requirements for work, as well as from pregnant women, foster young people, former foster youth up to 26 years of age, people with disabilities, members of Indian tribes or people who are already in accordance with the work requirements for the provisional assistance for needy seminities.
Earlier this year, the chamber adopted a budget resolution, which predicts that in order for Republicans to go through $ 4.5 trillion, tax reduction, they will have to find costs of $ 1.5 trillion costs. If they fail to find $ 2 trillion dollars, the amount of money to reduce taxes is reduced by the difference between $ 2 trillion and the final number of cost reductions.
The budget resolution required the Committee on Energy and Trade of the Chamber, which manages Medicaid, to find costs of $ 880 billion.
Last month, the Chamber accepted the Senate version of the budget resolution, which has no such difficult commitments to reduce costs.
However, solid conservatives want to see long -term changes to Medicaid. On Monday, the representative chip Roy of Texas, a member of the unwavering right home of a cause of freedom, blown up the legislation.
“I probably hope the House & Senate leadership will come up with a reserve plan,” Roy said to X. “Because I’m not here to raise an additional $ 20 trillion debt for 10 years or to subsidize healthy, able -bodied adults, corrupt Blue states and executives of the hospital patients.”
But many Republicans in the Senate and the Chamber do not want to insist on boarding on board to Medicaid, in particular in countries that are expanding Medicaid under the 2010 Health Act, signed by Barack Obama, also known as the Affairs Care or Obamacare Act.
Republicans said they would be open to job requirements. Last month, house speaker Mike Johnson specifically said that “29-year-old men sitting on their sofa playing video games” will be sent to work instead of being allowed to collect Medicaid.
At the same time, the legislation chose not to reduce federal contributions to Medicaid, which worried many Republicans who have expanded Medicaid. According to the 2010 Health Act, the Federal Government covers up to 90 percent of the costs of people up to 138 percent of the federal poverty level. Many countries have “triggering laws” in which the state governments will return the cost of Medicaid, according to the Kaiser Family Foundation.
But legislation is also potential political risks. The Congress Budget Office, the non -party service within the Congress, which determines how much legislation it costs and how much it will add to the deficit, determine that changes to Medicaid, along with the expiration of additional tax loans for Obamacare and other provisions, will increase the number of people without health insurance by 13.7 million.
The Energy and Trade Committee will hold its brand of the bill on Tuesday afternoon.
